Maharashtra Proposes Law to Regulate Private Coaching Centres

The Maharashtra government has drafted a law to regulate private coaching centres across the state. The proposed law, known as the Maharashtra Private Coaching Centers (Registration and Regulation) Act, 2026, aims to bring coaching centres under a formal regulatory framework.

The law focuses on several key areas, including registration, fees, student safety, mental wellbeing, counselling, working conditions, and grievance redressal. Coaching centres with more than 25 students will be required to register and renew their registration within a prescribed period.

Existing coaching centres will have six months to complete registration through a state online portal once the law comes into force. Registration will be valid for three years, and centres will have to apply for renewal at least three months before expiry. Each branch of a coaching centre will require a separate registration application.

The proposed law also prohibits coaching centres from enrolling students below 13 years of age. Centres will not be allowed to make misleading promises or guarantee ranks or good marks to students and parents. Misleading advertisements about the quality of coaching, facilities, or results will also be prohibited.

Coaching centres will be required to publish information such as tutors' educational qualifications and experience, courses offered, coaching hours, fees, facilities, and refund policies on their official websites. The draft law also caps coaching hours at five hours a day, with students and tutors getting a weekly day off.

The law places considerable emphasis on students' mental health and wellbeing, with provisions for special leave arrangements during important regional festivals. The School Education and Sports Department has invited suggestions and objections from the public until September 4, 2026, before the draft is finalised.

The proposed law has several implications for coaching centres and students in Maharashtra. By regulating coaching centres, the government aims to ensure that students receive quality education and are protected from exploitation. The law also recognizes the importance of mental health and wellbeing, which is a critical issue for students in the state.

The public feedback period provides an opportunity for stakeholders to contribute to the draft law and shape its final form. The government's efforts to regulate coaching centres are a step in the right direction, and the proposed law has the potential to make a positive impact on the education sector in Maharashtra.

In conclusion, the proposed law to regulate private coaching centres in Maharashtra is a significant development that aims to promote quality education, student safety, and mental wellbeing. The government's efforts to solicit public feedback demonstrate a commitment to creating a law that is effective and responsive to the needs of stakeholders.

As the draft law moves forward, it is essential to consider the potential implications and challenges that may arise during implementation. By working together, the government, coaching centres, and stakeholders can create a regulatory framework that supports the growth and development of students in Maharashtra.
