China Delays Clearance, 28 Indian Traders Return From Lipulekh

A group of 28 Indian traders has returned from Gunji, near the China frontier in Uttarakhand's Pithoragarh district, without being allowed to cross into Tibet. The traders, who were part of a larger group of 100 traders and assistants, had travelled to Gunji as part of preparations to restart the seasonal trade through the Lipulekh Pass, which has remained suspended since the Covid-19 pandemic.

The traders had been issued official passes by the district administration, but the final approval from the Chinese side never arrived. As a result, they were forced to return to Dharchula on July 11, leaving behind nearly 3,000 quintals of jaggery and sugar candy, which are now exposed to rain and moisture.

According to Dharchula Sub-Divisional Magistrate Ashish Joshi, the administration has requested the Chinese authorities to allow Indian traders to visit Tibet without carrying goods, so they can inspect the arrangements at the trading point. However, there is no clarity on when permission would come, and traders are growing increasingly concerned about the stock of goods left behind.

The prolonged wait has also fuelled disappointment among traders, as Nepalese merchants have reportedly been allowed to continue trading at the Purang market, while Indian traders remain in limbo. The Lipulekh Pass, located near the India-Nepal-China tri-junction, is one of the oldest Himalayan trade routes and has served as a seasonal trading corridor between Indian border communities and Tibet for centuries.

The trade through Lipulekh was first suspended after the 1962 India-China war, before resuming through Taklakot in 1992. The route was halted again in 2019 due to the Covid-19 pandemic, and despite renewed efforts this year, its revival remains uncertain. This year, 134 traders from across the border region applied to participate, and after security and administrative verification, the district administration issued passes to 100 traders.

The uncertainty surrounding the trade has left traders and officials anxious, as the delay not only affects the traders but also the local economy. The traders are now waiting for a response from the Chinese authorities, hoping that the issue will be resolved soon and the trade can resume.

The Lipulekh Pass is not only an important trade route but also a significant cultural and spiritual hub, as it is one of the routes used for the Kailash Mansarovar Yatra. The pass is strategically located near the India-Nepal-China tri-junction, making it a crucial point for trade and cultural exchange between the three countries.

As the traders wait for permission to cross into Tibet, they are also concerned about the losses they may incur due to the delay. The stock of jaggery and sugar candy left behind is worth a significant amount, and if the deadlock continues, the traders may suffer heavy losses.

The situation highlights the complexities and challenges involved in cross-border trade, particularly in sensitive areas like the India-China border. The delay in clearance has not only affected the traders but also raised questions about the future of the trade route and the impact it may have on the local economy.
