The Brihanmumbai Municipal Corporation (BMC) has proposed a Rs 702.44-crore underground pedestrian vestibule to connect the Mahalaxmi Racecourse and Science Centre Metro Station area with the Coastal Road and Worli Promenade.

The proposal provides Rs 107.47 crore in 2026-27 towards the project, with the expenditure proposed to be recovered through TOD Premium under Development Control and Promotion Regulations (DCPR) 2034. However, Azmi demanded clarity on the proposed recovery, warning that projected future revenue cannot be treated as cash available today.

The BMC will take over the operation and maintenance of the related infrastructure upon completion and handover of the project. The proposal is expected to improve pedestrian safety and connectivity in the area.
