MMRDA Signs Pact With Surbana Jurong For Mumbai 3.0 Master Plan

The Mumbai Metropolitan Region Development Authority (MMRDA) has signed an agreement with Singapore-based Surbana Jurong Infrastructure Pte. Ltd. to prepare the Vision Document, Master Plan, and planning framework for the proposed Mumbai 3.0 project.

The agreement was signed by MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee and Avinash Mishra, Chief Executive, South Asia, Surbana Jurong, in the presence of Maharashtra Chief Minister Devendra Fadnavis.

Mumbai 3.0 is a new urban and economic growth centre for the Mumbai Metropolitan Region (MMR), spread over 323.44 sq km across 124 villages in Panvel, Uran, and Pen talukas of Raigad district. The project aims to create a sustainable and smart city, incorporating international best practices in integrated urban development.

The Maharashtra government had notified the project under the Maharashtra Regional and Town Planning (MRTP) Act on October 15, 2024, appointing MMRDA as the New Town Development Authority.

Surbana Jurong, a planning consultancy with origins linked to Singapore’s Housing and Development Board (HDB) and Jurong Town Corporation (JTC), will prepare the planning blueprint for Mumbai 3.0. The company has a presence in more than 40 countries and is wholly owned by Temasek, the Singapore government’s investment company.

Under the agreement, Surbana Jurong will study existing land use, transport networks, demographics, utilities, environmental features, public amenities, and socio-economic conditions before preparing a long-term development strategy for the new city.

The planning exercise will incorporate international best practices in smart infrastructure, transit-oriented development (TOD), renewable energy, digital infrastructure, mixed-use districts, and innovation-led economic ecosystems.

The first phase of the consultancy is scheduled to be completed within 30 weeks, with the Inception Report due in four weeks, Existing Situation Report in 10 weeks, Vision Document in 16 weeks, Draft Concept Land Use Plan in 24 weeks, Stakeholder Interaction Report in 26 weeks, and the Final Concept Plan by the 30th week.

The Draft Concept Plan will include three major components—a Concept Structure Plan defining land-use patterns and future growth corridors, a Concept Mobility Plan, and a Concept Infrastructure Plan.

The Mumbai 3.0 project marks a significant step towards creating a new urban and economic growth centre for the Mumbai Metropolitan Region, and the partnership with Surbana Jurong is expected to bring international expertise and best practices to the project.
