Pune Municipal Corporation Water Tenders Face Scrutiny

The Pune Municipal Corporation's Water Supply Department is under scrutiny over alleged discrepancies in the technical evaluation of two tenders for water pipeline maintenance and repair works.

The tenders in question, PMC/WATER_SUPPLY/2026/185 and 186, were floated for daily maintenance and repair of water pipelines in areas such as Manjari and Shewalwadi.

Nationalist Youth Congress Pune City office-bearer Amol Ramnath Pardeshi has raised concerns over the eligibility decisions taken in these tenders. He alleged inconsistencies in the technical scrutiny and demanded an inquiry into the role of officials involved.

One of the major allegations concerns BSK CONSTRUCTION, which was declared eligible in Tender 185 but disqualified in Tender 186 due to lack of work experience. Pardeshi questioned the basis of this decision, asking why the contractor was declared eligible in one tender but not the other.

He also raised questions over the identity of one of the bidders, ICON ENTERPRISES, which was mentioned in the tender summary, but appeared as ICON ELECTRONICS in the meeting minutes. Pardeshi demanded clarification on which entity actually participated in the tender process.

Another issue flagged is the bid-capacity calculation of ICON, which allegedly showed a bid capacity of ₹378.31 lakh despite a CA certificate mentioning ₹252.21 lakh under A and ₹100 lakh as ongoing works. Pardeshi questioned the technical and documentary basis for arriving at this figure.

Pardeshi also questioned the disqualification of PRAJWAL ENTERPRISES for not mentioning ongoing-work liabilities on its Bid Capacity Certificate. He demanded that the same criterion be applied uniformly to every bidder.

The Pune Municipal Corporation has been asked to examine the roles of the concerned junior engineer, deputy engineer, and technical scrutiny officials. Pardeshi also sought that tender proceedings be kept on hold until the allegations are investigated.

The tenders in question have an estimated value of around ₹84.14 lakh and were floated by the PMC's Water Supply Department in July. The allegations of discrepancies in the technical evaluation have sparked demands for an inquiry into the matter.
