Palghar Agriculture Employees Protest New Staffing Structure

A delegation of representatives from various employee associations in the Agriculture Department of Palghar district met with Guardian Minister Ganesh Naik on Friday, August 21, to express their opposition to the newly approved staffing structure. The employees alleged that the revised framework is not in the best interest of farmers or officers and employees in the technical cadre.

The associations claimed that the new structure reduces the number of field-level officers who directly interact with farmers and provide technical guidance, while increasing the emphasis on office-based posts. This shift, they argued, could negatively impact agricultural extension services and reduce direct support available to farmers.

The delegation, which included representatives from associations of Assistant Agriculture Officers, Deputy Agriculture Officers, Agriculture Officers, and Taluka Agriculture Officers, met with the Guardian Minister at the District Collector's Office. They were led by Anil Nargulwar, Palghar District President of the Agriculture Officers' Association, and Jagdish Patil, Treasurer.

According to the associations, Minister Naik assured them that the matter would be taken up with the Chief Minister and that efforts would be made to address their concerns. The employee organisations have demanded that the newly approved staffing structure be reconsidered and either withdrawn or modified to retain the existing strength of key field-level posts.

The State Government had approved the new staffing structure for the Agriculture Department on August 11, 2026. The associations alleged that employee bodies were not adequately consulted before the new framework was finalised. They claimed that the revised structure reduces posts of officers responsible for providing technical guidance directly to farmers while increasing the number of posts at the administrative and office level.

Field officers of the Agriculture Department play a crucial role in providing technical guidance to farmers on crop management, pest and disease control, and adoption of modern agricultural technology. The associations argued that any reduction in field-level technical manpower could weaken the agricultural extension system and affect the effective delivery of services to farmers.

The associations have warned that if the revised structure is not withdrawn, agriculture department associations across the state will launch protests in phases, followed by an indefinite work stoppage from September 4. This could potentially disrupt agricultural services and impact farmers in the region.

The opposition to the new staffing structure comes at a time when Maharashtra is looking to strengthen its agricultural sector. The state has a significant presence in the country's registered food-processing industry, and the Agriculture Department plays a vital role in supporting farmers and promoting agricultural growth.
