India blacklists 23 Pakistan-based terror operatives linked to JeM, LeT

India's central government has formally designated 23 individuals based in Pakistan as terrorists under provisions of the Unlawful Activities (Prevention) Act, marking a significant escalation in counter-terrorism measures. The individuals named in the notification are affiliated with major militant organizations including Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT), both proscribed terror groups that have carried out attacks across Indian territory.

The government's action empowers law enforcement agencies to freeze assets, prevent financial transactions, and pursue criminal proceedings against these operatives and their associated networks. Among those designated is Masood Ilyas Kashmiri, identified as a senior JeM commander instrumental in recruitment and training activities. Kashmiri's involvement in coordinating the deadly Sunjwan barracks attack underscores the threat these individuals pose to national security.

This designation comes as India continues grappling with cross-border terror threats originating from Pakistani soil. JeM and LeT have repeatedly targeted military installations, civilian areas, and public spaces across the country. The move reflects New Delhi's commitment to disrupting terror financing and operational networks that operate from Pakistani sanctuaries.

The formal listing of these operatives restricts their international movement, freezes bank accounts, and enables intelligence agencies to track their activities more effectively. It also strengthens India's legal framework for prosecuting individuals who provide support or assistance to these designated terrorists. The action sends a clear message that India will pursue all available legal mechanisms to counter terrorism at home and abroad.

Security analysts note that such designations are crucial for dismantling terror infrastructure, even as they highlight the ongoing challenge posed by militant safe havens in neighboring countries.
