Assam Assembly Sees Heated Debate Over FIR Registration

The Assam Legislative Assembly's Budget Session began with a heated exchange between Parliamentary Affairs Minister Pijush Hazarika and Raijor Dal MLA Akhil Gogoi. The debate centered around the registration of FIRs by Assam Police, with Gogoi alleging that the police were deliberately keeping the number of FIRs low to project a lower crime rate.

Gogoi raised concerns over the alleged non-registration of FIRs, even after complaints were entered as General Diary entries at police stations. He questioned the basis for the government's claim that crime in the state had fallen by 28 per cent due to the police force's initiatives. The Chief Minister, Himanta Biswa Sarma, who also holds the Home portfolio, was absent from the session, and Hazarika replied on the government's behalf.

The confrontation began after Gogoi sought detailed information from the government, including the number of General Diary entries recorded at police stations between July 1, 2024, and June 30, 2026. He also asked about the number of complaints that underwent preliminary inquiry, how many were converted into FIRs, and the annual gap between General Diary entries and FIR registrations.

Hazarika responded to Gogoi's allegations, referring to the cases registered against the Raijor Dal MLA. He alleged that Gogoi had discrepancies in his election disclosures, claiming that Gogoi had mentioned only 21 cases in his election affidavit, despite having 165 cases pending against him.

As the exchange intensified, Speaker Ranjeet Kumar Dass intervened and directed that Gogoi's remarks suggesting the Chief Minister was avoiding questions be expunged from the Assembly records. The Speaker stated that the Chief Minister may remain absent from the House due to various parliamentary and official engagements.

The debate highlights the ongoing concerns over crime data and FIR registration in Assam. The opposition has been critical of the government's claims of a reduction in crime rates, alleging that the police are manipulating the data to present a more favorable picture. The issue is likely to continue to be a point of contention in the Assembly, with the opposition demanding greater transparency and accountability in crime reporting.

The Assam government's claim of a 28 per cent reduction in crime rates has been met with skepticism by the opposition, who argue that the data does not reflect the reality on the ground. The debate over FIR registration and crime data is likely to have significant implications for the state's law and order situation, and the government's efforts to address the concerns of the opposition will be closely watched.

In conclusion, the heated debate in the Assam Legislative Assembly highlights the need for greater transparency and accountability in crime reporting. The government must address the concerns of the opposition and provide accurate and reliable data on crime rates and FIR registration. The issue is likely to continue to be a major point of contention in the Assembly, and the government's response will be closely monitored by the public and the media.
