The frustration in the ISI stems from the lack of momentum in the Khalistan movement, and targeting the Indian diaspora and investigating agencies is intended to send a strong message to those opposing the movement.
The ISI is expected to use its gangster network to carry out violent attacks, with modules in Europe coordinating the efforts and using social media to call for attacks. In India, local gangsters would be used to carry out these attacks.
